    Bug-fix: don't ask "Your Messages Only" during scan configuration for QWK nodes

    1f8a468b15 (2005-06-24) suppressed this prompt for QWK network nodes at
    the per-sub site but left the "all subs in group" branch testing
    useron.misc instead of useron.rest. FLAG('Q') is bit 16, which is
    unassigned in user.misc, so that test was always false and QWK nodes
    were still asked.
