Test stale transfer request compaction

Move transfer request classification and queue compaction into a small
shared module so the production behavior can be tested directly.

Reproduce SyncTERM ticket 271 with eleven queued XMODEM-CRC requests.
Verify that compaction retains one C for mode selection and leaves no
stale requests for the first block acknowledgement. Cover repeated G
and NAK requests, both ZMODEM initialization directions, suffix
preservation, and non-matching input as well.

Run the regression from the GNU make and CMake test targets. Add a
Visual Studio test project whose post-build step executes the test, and
include the production helper in every SyncTERM build description.
